Darko Soković

Darko Soković advises boards, investors, executives, governments and international institutions where commercial or public decisions depend on political direction, regulatory trajectory, institutional behaviour and cross-border risk.

His work begins with the decision itself: establishing the question, directing the analysis, testing competing interpretations and connecting political economy, institutions and stakeholders to a course of action. He remains responsible for the judgement presented to the client.

His principal contribution across these engagements is strategy, institutional development and geopolitical direction. Specialist teams provide mandate-specific research and technical depth where required.

For more than twenty years, Soković has worked across Europe, Africa and Asia on economic development, political analysis, information resilience, prevention-focused strategy and strategic communications. His clients have included governments, international institutions, companies and civic organisations, often in settings where political sensitivity and institutional fragmentation make conventional communications or market analysis insufficient.

Recent confidential assignments include repeated international engagements across West Africa, Central Asia, South Asia and Southeast Asia. He has led or facilitated work on early warning, stakeholder architecture, audience and intervention design, digital resilience and regional guidance for government, civil-society and youth stakeholders.

He also produces recurring confidential political-economy and regulatory-risk assessments for international advisory clients. The work examines how institutional change, public legitimacy, sanctions, energy security, permitting, procurement and regulatory alignment affect investment and operating decisions.

For an international technology business, he assessed the regulatory, geopolitical and operational forces affecting European energy infrastructure. He translated cyber-physical resilience requirements into commercial priorities, implementation choices and an executive market map.

From 2019 to 2023, Soković was Chief of Party of a four-year, multimillion-dollar, multi-stakeholder national programme supported by the United States Government. He directed its strategy, institutional partnerships and reporting and decision systems, linking public policy, institutional reform, business and public engagement.

Under his organisation-wide direction, teams working through the historical platform delivered national and cross-border programmes with more than 90 million reported media and social exposures. A four-year literacy initiative recorded 45 million social-platform exposures, individual campaigns generated more than 10 million video views, and a 24-city digital-inclusion programme engaged more than 52,500 people directly. Other youth and civic initiatives involved more than 100,000 participants across the Balkans.

Selected programmes under his strategic direction have operated across thirteen countries and addressed audiences throughout the OSCE’s fifty-seven participating States.

At its widest operational scale, Soković held direct responsibility for work delivered by more than 300 people across core and extended teams. His record includes leadership of multimillion-dollar programmes, national initiatives and regional platforms serving approximately seventy institutional and corporate clients each year.

Work undertaken through Dokukino and the organisations that developed from it involved the United Nations Development Programme, UN Women, the Organization for Security and Co-operation in Europe, the International Labour Organization, the International Organization for Migration, the European Union, the British Council, GIZ, the National Democratic Institute and the International Republican Institute. Corporate partnerships included Microsoft, Meta, Mastercard, Samsung, AstraZeneca, PepsiCo, Lidl, Erste Group and A1 Group, formerly Telekom Austria Group.

Across that portfolio, he led programmes spanning information resilience, public-sector adoption, democratic participation, social-investment architecture, public health, environmental action and regional cooperation.

He also led the organisational redesign of the American Chamber of Commerce in Bosnia and Herzegovina, translating Board strategy into a three-year operating architecture spanning governance, advocacy, member services, organisational growth and annual execution.

Soković established Centre for New Communications Dokukino in Belgrade in 2008 and subsequently directed its development into the wider Propulsion platform, retaining an organisation-wide remit for strategy and development as the work expanded across jurisdictions.

Soković has written more than 200 columns and opinion pieces on political economy, institutional change, technology, business and society. His analysis, interviews and media contributions have appeared through Al Jazeera, Euronews, The New York Times, CNN and Bloomberg.

Before establishing Dokukino, he worked extensively in public and governmental relations for some of the most influential global clients, including Bosch and Siemens. He also worked in broadcasting and documentary film, producing and presenting more than 900 radio programmes. He holds an MA in Television and Short Film Directing from the Academy of Arts in Belgrade.

He worked with the European Commission’s Radicalisation Awareness Network for many years as a practitioner and expert and helped establish its Western Balkans presence. He is now an expert member of the European Commission’s EU Knowledge Hub on Prevention of Radicalisation, serving on Thematic Panel 7: Global and Geopolitical Factors and Undesirable Foreign Influences and contributing a practitioner’s perspective in strategic communications and P/CVE.

Work developed under his direction has received international and regional recognition, including Silver at The Internationalist Innovation in Media Awards in New York and awards for public-interest campaigns connecting institutional reform with measurable public engagement.

Alongside his advisory practice, Soković serves on the Board of Advisors of the Maldives Centre for Policy Research and on the Advisory Board of International Student Film Camp Interaction. He has contributed to the CEE Impact Investment Task Force at the European Venture Philanthropy Association and has founded or initiated institutional structures within business associations, including the American Chamber of Commerce in Bosnia and Herzegovina’s Corporate Social Impact Committee, which he led. He was also a founding member of the Serbian Philanthropic Forum.

He has trained or lectured for the International Republican Institute and GIZ.

Every Valistros mandate is directed at Principal level. Soković establishes the analytical standard, decides how specialist contributions fit the question, integrates the evidence and retains responsibility for the final position.
